I am starting a website and I found a reputable web host. However- if my website is Linux based using perl or php I will receive unlimited bandwith and disk space. But if my website is Windows based using ASP.net I am limited to a certain amount. Why is that?

I am creating a website but I am unsure on whether to build a windows based website using ASP.net or a linux based website using Perl or PHP. This is my first website. I know both asp.net-perl and php. What factors should I consider in making a decision and why?

i need to post my script and explain what i want- how do i do that here?

Does anyone know of a patch for Perl that will make it *always* act as though "use strict" was on- regardless of whether or not the script contains such a declaration?
